Paris

MINUTES

Mr Hiller, Mr Kahler, Dr Latto, Mr Rudd - a quorum that last also being the General Secretary
Apologies Messrs Egerod and Pedersen

Chairman:
In the absence of the Deputy President Mr Kahler was elected Chairman for the meeting.

Japanese Delegates: The secretary reported that a Japanese delegate to the German Congress had requested in addition to the normal guarantee of hospitality a guarantee witnessed by a Notary Public to include IVU responsibility for his air fare to and from Japan. The Secretary's refusal to commit the IVU to this extent was approved. It was suggested that (a) the delegate should ask a friend in Europe to give such a guarantee or (b) the delegate should send the Secretary his return ticket through Meesrs Cooks or a guarantee from them that the air fare had already been paid for in Japan, in which case the Secretary was authorized to oblige.

Indian Delegates: The Committee was very sympathetic towards the Indian delegates in their difficulty of obtaining foreign currency but felt it was their responsibility to make the best arrnagements they could. Mr Hiller keindly offered to give hospitality in Hannover and Hamburg to 3 delegates and Mr Kahler stated that he was already sponsoring several Indians.

The Financial Report for the two years ended 31 December 1959 was presented by the secretary after the Congress in 1960 was pressed to continue in office. As he had always refused payment from the late President who always wished the secretary to have a car, and in view of his long service to the IVU and as an inducement to continue a sum of £1000 was voted to provide visitors to the country, the car to become his property. Mr Rudd expressed his deep appreciation and agreed to remain as Secretary as the Committee desired.

German Congress: A long discussion was held in which the times available for business sessions and lectures were apportioned. Messrs Hiller and Rudd were authorized to co-operate in inviting the various speakers to give lectures at specified times.

Presidency: It appeared from nominations so far received that Mr Kahler had the majority. In the event of his being elected he said that he would endeavour to serve IVU to the best of his ability.

Vice Presidents: The Committee agreed that Messrs Rall and Bode should not be put forward for re-election. It was agreed that Spain and Portugal should be asked to nominate Vice Presidents to represent their countries. The following were nominated by the Committee - Miss Ruth Playle (Canada), Dr Jesse Gehman (USA), the Rajkumar of Visjianagram.

Regional Secretary or Representative in USA: Itwas agree to invite Dr Jesse Gehman to fill this office.

Vote of thanks: Mr Kahler was thanked for his kind and generous hospitality at 87 Av Henri Martin, Paris, France.
